No, and no legitimate tool can. Removing encryption without the correct password would defeat the purpose of password protection. If pdf-lib fails to open your file, it's likely encrypted and this tool will tell you clearly instead of pretending to succeed.

What if my PDF isn't actually protected?+

Then this tool will load it successfully and offer a clean re-saved copy, confirming there was no password to begin with.
